I assume you're asking specifically about Alcatraz...
It is hilly, and seeing it requires a good bit of walking, including up and down stairs. I don't know if wheelchairs are available for the tour...perhaps someone else can give specifics about that. But I would not attempt to walk around Alcatraz on a broken foot.

We went on the Alcatraz tour recently. I'm in good shape and was huffing and puffing walking up the hills. I did see one woman pushing her husband in a wheelchair and it was a struggle for her. I wouldn't go with a broken foot either.

I could have sworn on my last trip there that I saw a small tram that was ferrying people up the main Alcatraz hill. I assumed it was provided for people with mobility problems.
There is walking involved on the island - but it's a self-guided tour so you should be able to move about at your own pace.
I imagine you'd do well on crutches assuming it's not the rainy season.
