All steak places are outrageously expensive.
That said, my favorite in DC is Morton's. It's not in Georgetown, but it's only about a 10 minute cab ride (except during rush hour). It's on Connecticut. There's also a new Smith & Wolensky's in the same general area (I preferred Morton's).
Haven't been there, but have heard good things about Nick & Stef's at the MCI Center. This is further afield from G'town, but it's still not a long trip.

It's in the Dupont Circle area, but Ruth's Chris Steak House, 1801 Connecticut Avenue is a nice place. More so than many other cities, "outragageous" is a relative term in DC. Looking at my dinner tab for two, I see it came to $114 -- including wine, of course.

Haven't been there myself, but have been told by others that the Palm is more a place to see and be seen than to go for a really good dinner. They tell me the food has definitely gone down hill in recent years. But that's all heresay.
At Sam & Harry's, the bill for my husband and I (no app, 1 bottle of wine, dessert) was $160.
