End of July? You're practically guaranteed near-perfect weather wherever you go. Frankly, this year's weather in southern CA has been great (high 80s in late March!).
The problem is: Crowds will be hard to avoid anywhere on the coast.
The beaches will be kind of packed on the weekends, so just be aware of that. Look at some of the lesser-known beach cities in southern CA-- Hermosa Beach, Seal Beach, San Clemente, Encinitas-- the crowds will be lesser, BUT the hotels will be harder to find.
The beach cities that have good oceanfront hotels will have the bigger crowds.

Define "best". End of July will be HOT (we've already had a couple of triple-digit days), though if you stick to the beaches as stated earlier, you should be okay. If you don't like the upper '80s, I'd go north and Central--Santa Barbara, San Luis Obispo, etc.

It's going to be crowded where the best weather is.
Best to travel mid-week, Sunday-Thursday, if you're wanting to visit the coast.
Actually, Los Angeles traffic is less in July since school is out and people are on vacation. If you stay somewhere near but not on the beach you should do well.
The Ayres Hotel chain is quite nice, there is one in Seal Beach (not on the beach, but close) and another in Hawthorne/Manhattan Beach (again, inland).
There's a new Hotel Palomar in Westwood, and Hotel Angeleno near the Getty.
I would also look at one of the downtown Los Angeles hotels, although it can be hotter downtown than west of the San Diego Freeway.
