We always stay at the Plaza Francia in Recoleta. This is my review on Trip Advisor.

I would recommend San Telmo over palermo. Although its the newer part of the city it really looks like nyc and can get dark and desolate in some areas. San Telmo is where I stayed and I liked it much better than when I went Palermo a few times. Old historical architecture reminds you of Europe and there are great places to party and eat everywhere. Go to Esnivel for great steak and El Federal is a very popular cafe as well
Hope that helps
