Renting a car in Tennessee
We're flying into Memphis and flying out of Nashville. Several questions on rentals.
1. Best to rent at the airport and drive into town to use while in Memphis? I'm assuming there are car rentals at the airport, so please tell me if my assumption is correct.
2. Recommendations on car rental companies that allow pick up in one city and drop off in another city.
3. Once in Nashville, is a car needed/necessary?
4. Best to drop off rental in Nashville or at the airport in Nashville?

I am going to focus on questions 1 and 2. I can't imagine an airport without car rentals, so yes, you can rent at the airport. Whether or not that's best, I don't know, but you can try different locations on the website.
As far as returning the car in another city, that is generally allowed as long as they have facilities in both cities. There will be a fee, so shop around. I recently had an emergency situation where I had to rent a car in Hartford, CT and return it in Worcester, MA. I found Budget to be the most price friendly but that was with minimal shopping, as it was an emergency.
I hope someone else can help with the rest of the information you need.

In Nashville, you can get by without a car if you’re sticking to downtown and the main tourist spots since there’s plenty of parking and public transport, but you’ll definitely want a car if you plan on exploring the outskirts or taking day trips

Depending on where you are staying, and what you plan to do in Nashville will dictate whether you need a car. We were put up at Gaylord (work trip) and that was convenient to the Opry but not much else. On a return visit (personal) we had an airbnb just off "Honky Tonk Row" (Broadway) that worked for everything but Cheekwood (worth seeing), so we drove our personal vehicle there.

You will need a car (or Uber) to go to Franklin which is 40 minutes south of central Nashville. The town has a walkable, 15-block historic district listed on the National Register or Historic Places and recognized as a America's favorite main street with boutiques and restaurants. . https://downtownfranklintn.com/

If you care about cost and are flexible about time, sometimes the fee for dropping off in another city is waived if they want more cars in the one you are leaving from. So see if renting from city X and returning to Memphis is more than from Memphis to X. Then adjust timing and route.
