Just as a point, it's not a visa fee, it's a departure tax. Doesn't matter if your passport is US, UK, Argentine, or anywhere else (except, I think, Uruguayans don't have to pay). Everyone pays the tax, and the same amount to leave Uruguay via boat, and a higher amount to leave via plane. Most South American countries have a departure tax when leaving, so it's not unusual.
Regardless, some of us like the place, obviously more than others.

I took the fast Buquebus ferry from BA to Colonia, spent the night in Colonia, decided that it wasn't for me, woke up the next morning & took the bus to Montevideo. I liked Montevideo & had a good time at night in the Bacacay.
I went to Colonia because everybody I talked to raved about it. I was in Antigua, Guatemala two months prior to the trip & was expecting something similiar. In my opinion, although I haven't been to many "colonial" Latin America towns, Antigua, Guatemala was one of the nicest I have visited.

Hi, apparently there are two competing companies. The only one I have used so far is Buquebus.
They offer one fast one slow boat to Colonia.
The tax is called a Port Tax, believe it or not Uruguayans are charged more than anybody else. Because they have to pay for TWO taxes. Only Uruguayans. Uruguay is a socialist country, with a Republican system. Uruguayans should be used to pay more than other people, for instance telephone, and electricity both services a Government monopoly are among the MOST expensive in the world.
It is a real burden for the Uruguayan citizens, the State Companies have tons of employees that
translate in exhorbitant telephone and electrcity fares....I find it real sad.
