One things you may want to consider is Hidden Valley Resort. It is located in the Mountain Pines. For a romantic getaway you can rent your own private waterfall for the day or you can just wonder from waterfall to waterfall. It is located near the Guatemalan border, near Carocol, there are other waterfalls and cave systems in the area. It is near the high end but you don't have to stay there for the entire time. 5 Sisters waterfalls and lodge is also in the same area(it may go by another name now) It is more budget friendly as I recall and very romantic.
Belize has a great number of places to see so don't stay in one place your entire time.
The ATM is a must see. Shark Ray Alley is also a great way to spend a day.
There are many different options to go to Guatemala and the drivers know the road and how to drive it, also many rentals will not let you take their vehicle to Guatemala.
