The fishing is great from many areas on the pacific coast but is going to cost more in the larger towns such as Quepos/Manuel Antonio and Tamarindo.
My husband and I did a fishing trip out of Garza when we were staying in Nosara a couple years ago. I think we paid about $75 for a small boat for 1/2 day, which is very cheap but the boat didn't have a cover. There are more boats available now though. We caught tuna and mahi-mahi which was fantastic! Saw sailfins too but were not going for game fish, we were going to 'dinner' fish!
There is also excellent fishing at the Nosara River mouth. Lots of fishermen there everyday. But I don't know if you can just rent a rod and reel...you'd have to ask some of the fishing operations if that is an option instead of going out on a boat.
