I can recommend Buenos Aires Histórico
Guided tours by historians in Buenos Aires.
There are walking tours in the downtown area with a historical and cultural approach

I just got back from Buenos Aires this week. I took two english language tours from Friendly Visit tours (booked through your hotel concierge)--a 3 hour city tour for $20 and an all day (930-530) tour to the San Antonio de Areco and an estancia (pampas tour) for $70. Both were good but really enjoyed the pampas tour!
By the way, I am not a travel agent.
