Pretty sure some of the places in Pedregaleo/El Palo will be open on Monday as well, but Monday is usually not the best fish day anywhere in Spain.
Could normally have outdoor meals at night along the Malaga coast in early October (have had many outdoor meals here in November also), often around 70F well into the late evening: http://www.wetteronline.de/klima-temperatur/malaga

Most seafood restaurants are closed Monday because there is no fresh fish available from Sunday, when fishermen stay home. The only fish for sale in the market on Monday morning are frozen or salted cod.
The waiter at Godoy marisquería told us not to order fish on Monday when we stopped by for a beer last Sunday while out for a walk before lunch.
