What I'd like to know is who determines -- in the U.S. anyway -- what the proper percentage for tipping should be? Is there a secret committee? A non-secret committee? Does the increase in the tipping percentage keep up with the increase in the cost of living? Should it?

Questions like these are offensive and encourage the stereotypical, racist behaivior that we should be leaving behind.

Ok, how about this...

Two tables, one is a party of two and the other a party of four. Both bills are $100. Why should the party of two leave the same as the party of four?

I worked as a waiter in college. Blacks are pretty poor tippers, but they don't demand too much attention. American Jews are poor tippers AND a lot of work. Their trick is to eat 80 percent of a meal then demand it be removed from their check because it was substandard (meat was tough, soup was cold.) For all of this trouble you get about 10 percent. Less in an expensive restaurant.
As a Canadian, I have the right to say we are the worst tippers. Having been pointed this out, I put in extra effort to overtip. I used to work on a Cruise Ship and the wait staff would always complain if they had to serve Cdn. travelers and they would be happy if they 'got to serve' the Americans. It was also said on board that the Cdn.'s inherited their bad-tipping habits from their British heritage.

What do restaurant owners tip when they go out to eat?

They are too apparently too busy to be bothered with evaluating their own wait staff, doing the appropriate market research on compensation and paying their own employees a decent wage.

So presumably, they don't do it for someone else's employees either.

I have no patience with any business owner who runs its business by expecting that the customers will tip, and thus do the job of management for them.

I tip neverthless, but I growl about it.
