Paris. You don't even have to go indoors, and it's free. The entire city is a museum.

We loved Madrid last year and want to go back. The Prado was good but we liked the Thyssen Bornemisza and the Reina Sofia even better.

The OP has already been to Berlin (to me the best for art).
