weather in may: no shorts!

In Germany May is not summer. In fact calendar summer doesn;t begin until June 21 - and in most of northern europe you will get coolish weather in May - and in some years - for most of the summer too. (Despite the couple of very hot years there have been recently.)
Not sure where you're coming from - but May is not shorts weather in much of the US either.

It's fine to have shorts as an option - but there's no way you can assume it will be warm enough. We were in Scotland in the middle of July and it was in the high 40's, raining and windy.
Don't know where you're from - but many americans don;t re'lize how far north europe is - and they think the weather will be like FL, GA, or TX - it's not - except in the most southern areas and not even that in the winter.

I spent 2 weeks in Germany almost exactly a year ago, in May.
I understood from talking with folks while there that the weather I experienced was more or less typical: changeable.
Some days it was cool, wet, and I was glad I had a sweater ("jumper" and a leather jacket with me. More often than not, though, it was definitely warm and muggy enough to justify shorts, and I was glad I'd brought a pair along.
YMMV, of course, but I'd say go prepared to layer, and even experience a couple very warm days

Today was this years first warm day in Munich, 27 Celsuis at 2pm. Tomorrow highs will be 14, next few days should be cool, max between 10 and 17. Typical spring weather, but rather dry air today. Summer is 10 to 20 days in July/August (if you're lucky)
