Definitely high tide. The smell? It's dirty salt water, It has not just swept through walkways but through trash cans, animal or bird poop most definitely and much more. That is why it smells like sewage, it's filthy water that is full of bacteria and viruses and should NOT be touching your skin. It's fine if you don't know that, I didn't either the first time I went there, I was lucky enough to be there on low tide but I only got to know about what the high tide brings once i was there so it's not a big deal you didn't know beforehand.
