This is certainly in the category of what works for me might not for you, but we loved Hotel Clitunno in Spoleto. http://www.hotelclitunno.com/
It had a wonderful restaurant and super wonderful owners. At least one of the sons is the chef. Marco, major domo (?), was wonderful. If you go there, he looks like the character Monk played by Tony Shaloub.
When we were there, a dining club met at their restaurant and we were very kindly included. Here's the menu with my remarks in red:

If you are driving, I think there's parking but do check!

For me, I much prefer to take local transport whenever I can as I find it much more relaxing, even if it means that I don't get to see as many places. In fact, having a car sometimes encourages me to rush around too much, 'making the most' of having the car. We found that Umbria does not have frequent services to all small towns but it does have services to many, allowing you to visit one or two a day, especially combined with the trains. For the Spello area, Foligno is a bit of a transport hub. Todi is a bit away from Spello and Spoleto. We did visited neither it nor Norcia. From Spello, we visited Spoleto, Foligno, Trevi, Bevagne, Montefalco and Assisi by bus and train. Note that Siena is on a different train line to Perugia and Spoleto.
