He can take a photo of a dog urinating today, but cannot respond to emails? What a jerk. He shouldn't advertise is he doesn't need the business. I'd be livid if I were you.
I think you are better off with a Navigo pass, a guidebook, a map, and a few friendly locals. Private tours are unnecessary. Part of the fun is finding things on your own. How long will you be there?

No kidding. It's so nice to know he'd rather take pics of a pissing dog than return emails from potential customers. Why should I waste my time chasing him down, when he obviously doesn't give a darn?
I'm still shocked that someone runs a business this way. At this point, even if I heard from him I wouldn't book, solely based on this "business model" of his. I don't care how great the reviews are for his tours - it's the principle.
No matter how great his tours are, the way he ignores people will end up being his undoing at some point.
