That is very hard. If you look on the websites for Holiday City and Venere.com you can find budget accommodations and reviews for them. But you shouldn't book a cheap hotel in Milano unless you have read good reviews of it. It could be of very poor quality.
Actually, there was a thread not long ago from someone who recommended a b&b within that price range (I think), and it even has air conditioning. Search the site.

If you are there on a weekend or when there is not a fair or exhibition, the rates can be cheaper. Try Duca di York or Hotel Dei Cavalieri. Both are under 120 EURO weekend rate when we are there in July. Anyone stayed at either of these? we are trying to decide which one.

I so much liked the location of The Gran Duca di York that when I passed it, I went inside and got a brochure for future reference. It is a building unlike ohter hotels in Milan, in that it has what you would find elsewhere in Italy in terms of traditional character and charm, but usually doesn't exist in Milan. Not having stayed there, I would check out reviews on tripadvisor, and my biggest concern would be air conditioning, because it is an old buidling. I would also expect bathrooms to be small. If you stay there, take time to visit the Pinoteca Ambrosiana next door. It only takes an hour.
