Do you mean you need hotel ideas? If so, waht is your budget and how long will you be in these cities. A lot of people with kids like renting apts for longer stays. I know people have suggested some good ones for London, or long-stay hotels with kitchenettes.
Are you going to take care of those children all by yourself in these cities and while traveling?

I'm assuming you're traveling with the children's parents - otherwise getting them out of the country will be your first major hurdle.
And without knowing your time frame it's hard to give speicifc advice.
Obviously a 1year old won;t have a cue to what's going on and will just need comfortable indoor and outdoor play areas (I hope you're renting an apartment or have a hotel suite - european hotel rooms don;t have any place for kids to play). And I would make sure wherever you stay is close to a public park.
A 3 year old would like the same things as at home - zoos, perhaps a boat ride, a children's museumm etc. Don;t think either will want any adult sightseeing - and maneuvering a double stroller will be very dificult for one person.
If you give more details people can be more helpful.

nytraveler and others have given some good advice about things kids are most likely to want to do at that age. But I am curious, what you YOU hoping to see and do on this trip? Because a different kind of question is whether and how you can make a "child-friendly" visit to certain specific attractions. Along those lines, it would indeed be helpful to clarify if there will be other adults involved or whether you will be attempting to supervise both single-handedly.

How long is the trip and what is your budget? That is a LOT of traveling around unless you have 3 weeks or more. W/ small children it is much easier to rent apartments -- but you have left it very late if you mean next month and not 2112.
