"Tennessee Bob's Virtual French Resources"

So touts to me a totally improbable (really "Tennessee Bob'?) in News from France, an epistle of the French Embassy in the U.S. (sent free by e-mail to anyone) and then the article says:

"finding info on the French-speaking word is much easier thanks to "Tennessee Bob's Famous French Links," a comprehensive list of 10,000 URLs on nearly every aspect of French society - including history, language and culture as well as data bases of images, etc.
Robert ('Bob') Peckham who earned his nickname during his 30-year tenure as a Prof of French at the University of Tennessee-Martin, began compiling the list in 1995
