Kate, almost convinced you? I'm guessing you're kidding.

If the customer was buying a meal (she apparently was as part of this group), and the owner feels justified in charging for costs like his purchasing the glasses, etc., then I'm surprised he doesn't add the expense of buying the tables and chairs, the tablecloths, and a pro-rated percentage of his heating costs and rent to the price of the meal. Certain things are known as "cost of doing business".
What's next? Charging customers who use the toilet a fee for each sheet of toilet paper they use, each time they flush, and the costs of the water, soap, and towels for washing their hands?

Patrick, we actually ran into something like this in Vermont a couple of summers ago. We stopped at a small restaurant for lunch. The sandwiches were delicious, but when I used the facilities, the light was on a timer (and there was a sign about appreciating donations to help defray electric costs!). Guess I took a little too long, because the light went out, and as there was no window in the room, it was totally black. A bit disconcerting...
