Spoleto or Perugia to return car/get train

I am going to stay near Assisi in December and am also looking for a good place to rent a car. We coming from Venice by train. We want to return the car in Orvieto and spend a couple of days there on our way to Rome.

I assume you’ve ruled our picking the car up as you leave Venice or flying to Umbria. So short of that, you’re likely looking at a train itinerary that routes you through Florence. You might consider picking the car up there. Otherwise, you’ll likely need to make Perugia or Spoleto your final stop on the train. Orvieto’s only major car rental agency is Hertz. You can find Hertz offices in Perugia and Spoleto. Be mindful of opening and closing hours in these smaller towns/cities. Note, too, that most are closed on Sundays.

Perugia is probably your best option for the car rental. As stated, you would get a fast train from Venice to Florence, and there are direct (slow) trains from Florence to Perugia. There are also nondirect routings, but, with luggage, I would try to get a direct train. Perugia has a small airport, and I think the rental agencies are mostly there. Flying to Perugia would be more hassle, in my opinion.
