It is open 24 hours. Whenever you're flying, make sure that the new airport hasn't been opened yet, because Tegel will then be closed permanently.

I'm trying to think where it would be possible to sleep there. I don't recall much in the way of seating or benches that aren't part of restaurants/cafés, or in the gate boarding areas: I'd check out the airport facilities pretty carefully.

I agree, it might be hard to find a place to sleep. Tegel does not have a large terminal area. The gate areas may close after the last flight comes in, and you would end up in the departure/arrival area outside of security. This is all fine, but Tegel is old and small. I would be prepared for an uncomfortable night.

Tegel is a small very non-sleep friendly airport.
Brandenburg airport doesn't open until next spring.
