Schengen Visa rejection record in VIS
I currently have a passport from a non-visa waiver country. I applied for a travel visa at
the Spanish consulate last July. I only reserved, but did not buy the plane ticket and hotel stay. The consulate asked me to provide the proof of a purchased ticket, but I did not purchase a plane ticket since a ticket would be non-refundable. So, I did not provide them with a purchased plane ticket. The visa was rejected for the following reason: "The information submitted regarding the justification for the purpose and condition of the intended stay was not reliable”. I am not planning to go to Schengen now, but am planning to go in the future.
I will become a citizen of a Schengen visa-waiver country in about 3 years. I know that by that time the ETIAS system will be in place. Will Schengen authorities be able to see through VIS or some other way that my Schengen visa was rejected when I applied with a non-visa waiver passport?

As Kerouac says, nobody knows but I don't think Schengen visa rejection is being recorded on Schengen Information System (SIS) at present, which is used across Schengen borders and at visa-issuing consulates. It is possible that in future such data will appear on SIS. Your visa rejection is likely to be recorded on Spain's own immigration system, which runs parallel to SIS but will only come to light if you travel to or apply for a visa for Spain.
