I would use the Hotel Muguet in Paris:
http://www.france-hotel-guide.com/h75007muguet.htm
In Nice the hotel Gounod would suit you fine. both good hotels;
http://www.gounod-nice.com/
Been to both and would not hesitate to do it again, in fact we have reservations again for the Muguet this summer.

Hotel Normandie in Nice is a short walk from the train station, and a block off the main shopping street. The sea and the old town are about 10 minutes, with walks through the pedestrian zone. The hotel is quiet, reasonably priced, redone, clean, and it has air conditioning depending on when you are going. A twin was about $60 U.S. a couple summers ago, with a small buffet breakfast included.
