I actually spoke with the manager when I checked out and told him the original room was a 2* not a 4*. I think he understood my point.
They are at the moment redecorating the 6th floor, and hopefully even the smallest and cheapest "Classic Room" will have a nice decor in keeping with the rest of the hotel. I really would not take that much.

But hotel ratings have nothing per se to do with room quality - just amenities and services and lobby size. So for this to make any sense, the rating agencies would have to have some sort of standard for room quality rating.

It still sounds like an amazing deal if you got that suite for only 40 euro more. What luck.

This isn't strictly true, they are based on a lot more things than those, many of them pertinent to the room and certainly related to quality in many people's minds. For instance, there is a minimum room size for the guest rooms that varies by stars (a 3* hotel must have a min. of 10 m2 in a double room, but a 2* only 9 m2, for example). The min. size of bathrooms also varies by stars. Other things do vary in terms of how many rooms much have private baths, etc., but you can regulate that by what you book. Requirement of an elevator varies by stars and number of floors (I don't call that service or amenities, but maybe some do).
Anyway, it isn't just the lobby and amenities, however, I do agree the stylishness of decor and curtains is not part of them. However, I'm sure the hotel mgr. understood the point that guests do have expectations for that in regard to the hotel's rating and pricing and what one may accept at a 2*, one won't for a 4* at a much higher rate. No 4* hotel charging 250 a night is going to get away with really crummy rooms of poor quality, however one defines it.

The Classic room we stayed in was newly, and nicely, decorated and the bathroom had been totally renovated.
I know that on the couple of occasions when I used EXPEDIA to book a “good deal” I ended up with dismal, two star rooms in four-star hotels (when your booking says “run of the house”, that usually means “worst room available”). Yet when I book through my TA, I ALWAYS get a great room (for more or less the same price) and more often than not, I get an upgrade, as happened at the Napoleon. You have to wonder ….
Anyway, good for you in not accepting something sub-standard!

Like I said in a previous post, the reception staff were most understanding and helpful. I started with the line "I realise this is my fault booking the cheapest room, but now I see it was a mistake. Is is possible to upgrade to a better standard of room and how much would it cost me?"
No need to kick and shout, just being polite, and it worked. I was lucky they had rooms to upgrade me to, would have been a disaster otherwise as I made the mistake to prepay with no refund to get the best deal. Lesson learnt!
