A wonderful location is" The Madison Hotel" on St. Germaine Blvd. Very close to the Seine and all the charm of the left bank. A 13 yr. old would also enjoy all the nighttime activities--rollerbladers,street musicians, students hanging out, etc. Friday night around Notre Dame is something to be seen.
Right bank is more like New York.

Hotel Le Clement, 6, rue Clement in the 6th.I've stayed in this area, almost annually, since the early 80s.
The Hotel le Clement is a 5-minute walk from the abovementioned Madison Hotel and much less expensive. Get a room on a high floor and facing the street as those rooms are best. It's on a rather quiet street, on a square. I usually have problems sleeping in Paris, but not in this hotel. I put in the foam ear plugs and sleep like a baby.
