I've returned from my stay in Ste-Marie. They gave me a room on the 4th floor (?) which actually has three single beds. No elevator.
If you book by phone, you save. I didn't do so. I think it would have been 50 euros for single instead of 56 euros.
This is basic, and if you don't have high expectations, this will serve your needs. The area is a little sketchy though, I find, especially late at night. But I don't think it's dangerous. There's a school right across from the hotel (I think so, anyway -- school kids shouting in the daytime) but a few doors there there's some sort of strip club/adult theatre.
Staff speak some English and I found them pretty pleasant. There were a few signs on the door that the hotel has been recommended by various guides -- including Routard, I believe.
Closest Metro stop is Bonne Nouvelle.
