Curious. I note several TripAdvisor reviewers were from the U.K. and Australia. Perhaps the hotel is popular in the Cadogan guide (or that other English guidebook, is it the Blue Guide?) or had some exposure/advertising in the London Times, etc.
This certainly points out the inherent flaw with TripAdvisor. Only 19 reviews over an entire year, but they were all glowing. Voila! #1!

Elysees was one of the first hotels i stayed at in Paris 15years ago; Residence Bassano is an affiliated hotel with Regencia(which undergone a refurbishment)

i don't know if this info will help or not as i have never stayed there....but did stay in an apartment on rue bassano in february and walked passed the residence bassano several times a day. it looked very lovely from the outside and always had chic, businessy people entering and exiting. what i will tell you is that the location is fabulous! two blocks from the george v metro stop on the champs elysees. let us know if you stay there!
