Paris hotel idea
I am looking for a recommendation for hotel located near Eiffel Tower that would be in an area easy to navigate to various city sites. Would the Intercontinental Paris be a decent choice? Majestic Hotel? We are couple that prefer quiet, clean and good value for $. Thank you!

You mention hotels like the Intercontinental and you are still worried about "clean"? That is quite odd.
You should know that the Eiffel Tower area is not at all the best place to see the rest of Paris, since it is kind of all by itself while the main sights are elsewhere.
I will let the others give you suggestions because I am still kind of in shock.

I have stayed at the Intercontinental and not sure I’d consider it good value unless you have a very generous budget.. As Kerouac has said, the Eiffel Tower is not especially central to most sites.
Have in the past few years stayed at the Hotel Brighton and would recommend it. It is not, however, in a quiet area as it’s on rue de Rivoli, but double-pained windows keep it quiet inside. You really need to give us more information especially for in regard to price. Have stayed in a number of hotels in Paris over the years and have never encountered one that was not clean.

In 2012 we stayed at the Hotel Bonaparte in the 6th arrondisement. We were very happy with our stay there. Our room was clean and a decent size. The location is excellent! We walked almost everywhere. We only needed to use public transportation a few times.

Many people consider it a bit uptight what with all the military staff living there, because of the Ecole Militaire, but I really like it, it's a pretty nice quartier.
Stayed in that area quite a few times, which is why I suggested it. It's pretty much aside from the hordes, which can also be refreshing. That being said, I'm more of a Right Bank man.*

The 7th arr is quite large and parts of it are very central, but that isn't the part near the Eiffel Tower.
I've never been in a dirty hotel in my life, actually, I would hope that's not common, certainly it isn't common in Western Europe.
A lot of tourists are crazy about the Eiffel Tower, they just like it a lot and want to be close to it. I think it makes them feel they are really in Paris. So if that's their dream, it can easily be done. I agree with the above suggestion that a hotel near the LaTour Maubourg metro stop is a good compromise and a lot more convenient than being right near the ET, but I think being near La Motte Picquet metro stop/Ecole Militaire is even better (and I think more hotel choices). As for hotels around there that might be considered good "value", I would posit:
Hotel Muguet
Hotel de la Bourdonnais
Hotel Relais Bosquet
Hotel Duquesne Eiffel
Hotel Bourdonnais
Hotel Cadran
Some of those are higher class than others, but prices that go with it. I have only stayed in one of those (MUguet) and wouldn't recommend it to anyone as anything special, and I would not return to it, but some others like it. But it is clean and has a convenient location in that area, and it not on a noisy street.
The hotels proposed are 5* hotels, I believe and if they aren't clean, that's one for the record books. The Majestic isn't even in that area, though, so I'm perplexed by that, it's near Kleber. The IC isn't anywhere near there, either.
Okay, if you want to be near the ET AND in a 5* hotel, I suggest you look at something in the 16th arr near Trocadero. Actually, the Pont Royal or Montalembert might work but they are over near the Orsay museum.
The Hotel Shangrila is a 5* hotel with views of the ET. The problem is that I think that is not as convenient a location for visiting paris as the ones around La Motte Picquet, but there aren't any 5* hotels over there.

Unless I'm missing something, there are two Intercontinentals, neither of which are the 7th. One is near Palais Garnier (9eme) and the other on Ave Marceau, closer to the Arch de Triumph (8eme). Arguably the latter is walking distance to the Eiffel Tower. Someone who has a budget for the Intercontinental is not going to be happy with Hotel Bonaparte.
When I first began to come to Paris I liked staying in the 7eme for all the reasons menachem points out. I stayed a few times in the 5th and 6th but they always felt a bit hectic for me.
To the OP, based on your preferences, I would choose the one in the 8eme. Nothing in Paris is that far apart.

We stayed at the Hotel de la Bourdonnais a few years ago. I wanted an Eiffel Tower view from our room, and access to the Champ de Mars for our kids to stretch their legs and have a picnic. There was a market next door, an ATM, and Rue Cler. It’s not an especially active part of town at night, and not all that close to other sites, but we liked it.

I have certainly seemed to misspoke my description of hotel and location. We would like to be in a central area of Paris, as we plan to see some of the well know sites, as we will take day trips to wine country and Normandy. We would prefer to not spend over $400.00 per night. We prefer a quiet hotel which has friendly and helpful English speaking desk clerks. We are a couple, so family friendly is not necessary. I have stayed in Intercontinental Hotels for up to 3 months, so have no problem with their service! I appreciate any advice given, and will checkout each hotel that has been suggested. Hopefully, this has been stated much clearer. Thank you

The Hotel Brighton Espirit on rue de Rivoli fits your budget, couldn’t have a more central location and the English speaking staff is one of the best I’ve encountered anywhere. There are a number of hotels that will fit your requests. This just happens to be my current favorite Ask for a room at the back to insure the quiet you want. Those at front do overlook the street and the hotel is across from the Tuileries.
The Intercontinental I was referring to was the Intercontinental Grand just off rue de Rivoli which is likely over your $400 budget.

We’ve also stayed at the Residence Henri IV (albeit years ago) and liked it a lot (friends did, too, after we recommended it). Very quiet. We didn’t stay there this trip because we wanted to stay in a different neighborhood (we stayed in the part of the 17th closest to the 8th, which worked out great for us).
