non smoking rooms in Venice

The concept of non smoking rooms in Italy has not taken hold.We have been three times and were never asked if we wanted non smoking room. Also non smoking signs in bars and restaurants and airports are largely ignored.Picture people smoking directly under a non smoking sign. RR
