Is a roof-top terrace still one of your bottom-line requirements? I wonder if you might be placing too great a value on that option. Some places with rough-top terraces really don't offer much of a view. And some places without a terrace provide wonderfully appointed rooms and great service. What, exactly, do you want from the terrace? How critical is it to you that you can go to the terrace of your hotel for a drink, rather than crossing the street and going to the roof of a hotel there for your drink? or sitting outside your hotel with an interesting view there? I suspect that many hotels that can't offer a rooftop terrace do other things to be competitive -- like offering spa facilities or whatever. What are you willing to give up for the option of sitting on a roof top terrace?
I think it would be to your advantage to see what your options are if you relax your current requirement for a roof-top terrace.

Good question, kja. We discovered roof terraces on our last trip, to Spain, and really enjoyed adding a late afternoon relaxation break to our day. Perfect after a busy day of signtseeing and before dinner. Before that, where appropriate (like Switzerland) we would book rooms with balcony for the same purpose. We just like to be outside as much as possible when the weather is nice, and in a big city we would rather be high on a roof than down at street level. Our trip is next May so the weather should be nice.
On the other hand, we don't use spas or need concierge services, so if that is the trade-off it's OK with us. Even a pool is of limited use, as my husband is a former competetive swimmer and can cover any hotel pool in about 3 strokes, bringing him no joy at all.

Indeed! My trip was during May, and the weather was glorious. Somehow, I had gotten the mistaken impression that you were looking for something in the near future and having trouble finding an available option. With the time you've got, you shouldn't have any trouble! Enjoy!

another thing about the cosmopolitan park... they let us use the rooftop terrace anytime... and didn't mind us bringing food or drink up... and the view was really great. again, though... it's 5 flights walk up. (but we were fine with that.)

After we booked the Hotel Neorion on Booking.com, the hotel sent a confirmation followed by an email setting up a special account for us to plan our stay including the free airport pickup. They have the usual offerings from a concierge, tours, etc. I booked the airport pickup and received a confirmation. I also made some very specific requests about the room and received another email saying we would given the location we requested. The interaction with this hotel has been impressive. We don't go until the fall.
