I know of a group called ARAU that does tours into the Brussels suburbs looking at examples of Art Nouveau and other architectural styles. I think they are mostly Francophone but will organise tours for private groups:

I would be very interested to hear back if you do one of these.
There are also guided tours, many of which leave from the visitor centre in the Town Hall in the Grand' Place, and for which you can get private tours.

You can also get guide books from the visitor centre to take you on walks of the city, for example past all the cartoon murals in the city.

you might be able to arrange a tour with this author who also gives walking tours. He has written great books and really knows the city and surrounding area including Waterloo. See "private walks" info at the end

A friend of my just did a alternative walking tour in Brussels. It's a new company, young locals who gives private tour (or for small groups) around the center of brussels.
