Your daughter's option is:
To wait for the outcome of your application;
if they just ask you to send in passport, biometric reference etc, do so.
If, as it seems more likely, your application is rejected, reapply immediately (you need to provide biometrics again) and pay the fees plus $100+ for Premium Service at a participating consulate (you need to book for this specifically through WorldBridge website), and hopefully you get your visa in a day.

Here's what's happened. I think she is quite lucky actually. Yesterday she received the entire application back, with a letter stating the passport was missing and to send the whole application with the passport this time. The space for fees was crossed out so looks like they are allowing that she paid the fee once and that is ok. They didn't even mention the biometric receipt so I bet they didn't even look at the application, just saw there was no passport and sent it back. So not "rejected". So she is express mailing it back today with the passport and biometric receipt. As it took less than a week for them to send it back it looks promising that with four weeks she'll get the visa in time. It's only been three days since she had the biometrics done so that's still within the two weeks.
So wish us luck. Thanks for your replies.
