Absolutely true. November is NOT a nice month to explore Central Europe. IMO, it's the worst of all. And with literally hundreds of low-cost airline connections from Munich to Southern Europe, there are many options for little money (esp. in November) - Barcelona, Athens, Istanbul, Sicily, Mallorca, Rome...

I'm sure November may not be the best month to visit Vienna, but I've never been there, and I probably won't have an opportunity to go again for a while, and what it has to offer matches my interests.
Adding more plane connections is just not appealing, when at most I'll have 3 full days to explore the place.

Dark, cold (rather), rainy, foggy.
If you plan ahead, make best use of daylight hours and carry an umbrella anything is possible.
It's just those days when daytime is nothing but twilight and rain that are somewhat frustrating. (sometimes)

Sounds sort of like "The Third Man" atmosphere. It might have been nice if this business event had been held in Spain, but I guess that wasn't going to happen
.
I know the weather is not ideal, but I don't think it will be worse than my home city. This Weather Underground map gives some ideas of average temperatures for Vienna. (I don't think you can believe the precipitation stats, though. They always seem to be 0, and I know that's not right.)

According to WeatherBase, 20 days in November, on average, have precipitation in Vienna:

Anyway, I'll make the best of it, and take every excuse to visit Viennese cafes.
