I'll just mention the Holiday Inn Mayfair, which has rooms with 2 double beds, and has a wonderful location just off Piccadilly and less than a block from the Green Park tube (3 lines). I've stayed there three times, and the price has averaged 135GBP/night. The Marriott County Hall does sound wonderful, especially the views of the river and the Westminster area, but we have been thrilled with our location and the price - so much so that I returned there this March when we didn't even need the 2 double beds, as we just had 2 people.

Don't forget Robespierre's Law: at a given price level, you get the least for your money the closer you stay to the tourist center.
As janisj put it in another thread: "No, it is not in the center of tourist sites - but you would have a lot more space for less money than in more "central" areas. You can take the tube anywhere --." Couldn't have said it better myself.
As I like to say: in lodging, there is cheap, clean, and central. Choose two.
