In London, I think the prettiest sight is Big Ben and Parliament all lit up at night. Westminster Bridge would make a nice backdrop, but is usually busy with traffic (even at night.) The walkway along the Thames between the London Eye and Westminster Bridge also offers a great view.
A bit further down is the new Jubilee pedestrian bridge over the Thames (it's close to the Charring Cross rail bridge.) You can still see Big Ben and it's very quiet.

I suggest one of the restaurants in the Eiffel Tower, and at the beginning of your trip. I agree with the comments that you then get to really enjoy the rest of the trip. Also, the reason why I suggest one of the restaurants, is because I think that it's much more intimate that way, rather than at the base. Also, I picked the Eiffel Tower, because every time you see anything about Paris in the media, they always show the Eiffel Tower, so you're continually reminded of how special it is to you.

Well, having just returned from London, I'd highly recommend dinner on the outdoor terrace at La Poule au Pot (which many guides declare THE most romantic restaurant in London).
But, ultimately, this will not matter.
As you both are out and about, somewhere along the way, the perfect tme/place will present.

The Temple of Diana at Blenheim Palace, where Winston Churchill proposed to Clemintine and began a relationship that lasted through two world wars, a global depression and the end of the British Empire.
I wanted to propose to my SO there and made all the arrangements, but because of scheduling problems decided to do it elsewhere.

Hi tdfay! In my view it HAS to be Paris! My instant response was (as has been suggested above) on the Seine at night because I found it so beautiful. However on reflection I think it would be much nicer not to have lots of other tourists around at the time . I would opt for standing on one of the bridges at night with a view up the river including the lit up Eiffel Tower. Good luck!

You know, the bottom line on this is it doesn't really matter WHERE, because just the fact that you're putting so much thought and effort into it will endear you to every women who's on this board! As well as your girlfriend!
I've been married for 18 years (egads!). And my husband IS really romantic, but I have to say, I have no fond memory of the actual proposal. I'm not sure if he actualy DID propose! I know he asked me once and I turned him down (details sketchy) and then a second time when I said yes (I guess, cuz it's been 18 years But no memorable proposal or location.
That said, we do travel a bit and have stayed at Sandals resorts where they used to give you a "free" wedding. Even the second time around. A few years ago, as a giggle in the Bahamas, we went into town to find the Tacky Ring (this wasn't as easy as it sounds). I just wanted a cheap flashy ring to have for our "second ceremony". We did find one and had another ceremony, out on a pier, Hubby with a tear in his eye just like the first time, and then comparing with all the other honeymooners the next day at the pool, where my ring was ooohed and ahhed over. I don't know if they were "jewelry challenged" or just being polite. The worst thing was that I fell asleep on the way home and my "wedding" ring (unsized of course) fell off my finger and was lost!

What a wonderful question!
My fiance and I took a weekend trip to Paris and spent the whole day walking around the city. Our hotel was by the Eiffel Tower and we walked all the way to Notre Dame. We climbed the towers and that's where he proposed.

Funny - my friends Jen & Greg who have been married for 13 years were just talking aobut their engagement in Paris. Based on their experience I would agree with other posters who say do it at the beginning of the trip. Jen hoped/had an idea that Greg was going to propose in Paris, he did but not until the end, and her only recollection of most of their visit is wondering when the heck he was going to get around to it, which made her irritable, which in turn killed a couple of opportunities earlier on!
As for where to do it, my vote would definitely be for Paris, my husband and I just returned from our second trip there and it can be a hugely romantic place. A picnic with Champagne (real French Champagne of course!) in either the Tuillerie or Luxembourg Gardens would be my suggestion (you can drink openly in French parks). If she would be suspicious of your bringing a bottle of Champagne along, you could always pop the question and then purchase a bottle at one of the "snack" stands in the Tuillerie to celebrate (they sell Nicolas Feuillat - very respectable Champagne).
If the weather prevents an outdoor engagement the Taittinger Champagne salon in the Hotel Crillon is wildly romantic. While it is quite highbrow the staff is very gracious and would definitely be able to assist you.
Have a great trip!

As having just been proposed to in Venice, I would second the recommendation that you do it in the beginning of the trip.
Had my fiancee waited until the end of our trip, it might have ended up differently. Unfortunately, we had to cut our vacation short because his mother passed away. So seize the moment and do not waste any time!
Congratulations.
