The website does list the schedule, so I'd go by that for more details. I've seen it several times and it always ends late afternoon. They won't even be near Paris at noon, they aren't likely to be in Paris until around 3 pm. I don't think you'd see anything from Altitude 95 anyway.

I don't know its height, but you can't view a bicycle race well from a high building. Sure, you can see some little things likes ants going along the street, I suppose, but it's not a good view of a bicycle race, unless you just want to say you saw the bikers from way far off. I don't think it's going by the tower, anyway -- I think it crosses the Seine south of there at pont de Grenelle and then will be along the opposite quai (ave Pres Kennedy or something) to the Champs-Elysees.
