Actually not. The money that paid for the castles was coming from the huge payoff from Bismarck for staying neutral in the unification war (Prussia against Austria) and for subsequently joining the new empire. Bavaria wasn't very poor at the time, but there were people who (rightfully) thought that the money should go into more modern projects. The rest with the murder/suicide of Ludwig is known (or rather not). However, after Ludwig's death the castles were opened to public (against a fee of course) and within 15 years after his death they paid off the building costs! Maybe Ludwig wasn't that insane after all
