I got a reply from my hotel in Venice today that they were able to reserve my train tickets for the promotional rate of 39Euro. To be honest, I'm still not sure why the Trenitalia website wasn't working properly and the hotel didn't confirm or deny this, but perhaps the promotional tickets need to be purchased/reserved within Italy. I suggest to contact your hotel and see if they have an agent they work with that can make the purchase for you and can provide payment upon arrival as we are doing. It's worth the extra effort to save some money!
