Yes, we spent lots of time with not-french people, but we also met many french students that were in parisian universities like us.
And we went to the small grocery stores and supermarkets in the residential areas nearby, to the local post office, went to Les Halles Videotheque in most week nights where almost only french was spoken, stayed in line with all the parisians to watch a movie in La Semaine du cinema, marched in the May 1st demonstrations...
My point is that if you want you can stay in La Cite Universitaire and have a "parisian experience", you dont have to only speak your own language and you dont have to only meet "foreign" people, but if you do that is nothing wrong with that. I think people should do what feels right for them.
For me, if i've stayed in an apartment with only one or two housemates, i feel i would have lost a lot.

If your daughter chooses to stay there, be careful to choose the right Maison. As Kerouac and Christina said some of them are very bad, and some were closed for lack of proper conditions. I only saw the rooms in Maison du Portugal (were i've stayed) and they have since been renovated so i don't know the conditions now, and i also had a friend at Maison Suedois and their conditions were very good. The USA one looked giant

If you are going during the school year, I don't really think you will have that many choice of places to stay. It's just not that easy to get into any one you choose. The USA one is rather large and looks nice on the first floor (the only place I've been) but I heard the rooms weren't that great, actually. Well, none of these are for people expecting luxury. I stayed in a dorm at the l'Institut Catholique and it was very nice and a whole lot better than these.
