Trains for Bath leave from Paddington mostly.(Liverpool Street serves East Anglia - totally the wrong direction!). Journeys are about 1 1/2 hours. Cost varies according to when you book. If you book early you can get seats for about £9.50 each way.
http://www.thetrainline.com can give you an idea of times and prices. It can be cheaper occasionally to go first class rather than second so do check!
As for tours verses train it all depends what you want out of your visit. A good guide can make things so much more interesting but you could join one of the walking tours in Bath. A tour from London would probably drive you around some of Bath but traffic is very congested so buses may be as slow or slower than walking around.

Cheapest train (2 hrs from Waterloo, from £1 each way, but at a month's notice more often £20 return) www.megabus.com. Trains from Paddington are usually a great deal pricier, except for very short stays in Bath: www.nationalrail.co.uk
In all cases, you need to play around a lot with different train dates and times, as prices fluctuate a very great deal

Nope. virtually all the commercial coach tours are very expensive. A typical London > Stonehenge > Bath > London tour costs £60-£80. London walks is better/cheaper, but as Michael mentions it is offered infrequently.
Taking an intercity coach on your own or the train to Bath would cost a fraction of a guided tour.
