Ireland in late April 2016

My wife and I from California, USA are planing a trip to Ireland in April. We will be in Dublin for 4 days for her conference when I roam around in Dublin and surrounding area. Then we will will have 9 days to drive around the country.
The following are my quarries:
1. In Dublin we want to stay in the middle of the town with all the touristic action. What are the few areas we should find accommodation? Temple city, Grafton Street, St. Stephen's Green, etc. Her conference is at the convention Center, Spencer Dock.
2. What are the things to do in Dublin and surrounding area for about 4 days?
3.we will have 9 days to explore the country by car after leaving Dublin.
(a) Would we have enough time to visit important touristic places in Republic of Ireland and Northern Ireland? we could fly into Dublin and fly out of Belfast if that is needed.
(b) if yes what are the places we should visit and for how many nights at each place?
(c) if no, what places should we plan to visit in Republic of Ireland for 9 days and how many night at each place?
4.What would be the weather like in late April? Spring weather with some rains?
I sure would appreciate your advice and comments.
