If you had to cut one - Madrid or Barcelona?

Christina, sorry if it appears I would expect one of the 2 cities would tick all boxes; but my intent on the questions was if any place on my itinerary would provide some similar exposure. For example, there are Goya in Toledo.
As I am not much of a modern Spanish fan, and my artistic interests don't seem to lean to the word or music,I may not get as much out of Barcelona as you do. However, your point about being able to add to a France itinerary is valid. Provence and the Camargue are of interest.
In my employ the unionized staff can only request 2 weeks off at a time. My position is different, but there is some expectation to comply to the others. I may also be in a new position prior to travel so there is the need to be sensitive to that as well. I have another thread here looking at 20 days which is not meeting approval. Barcelona may still lose out.

Guadi and much of Barcelona's museum offerings have little for someone interested in Impressionism. Art Nouveau? Maybe with some research you could track down someone to give you an art nouveau tour of Madrid. It definitely exists there.
If you are interested in painting, there is really nothing to compare with a trip to Madrid. It's fundamental.

I also concur with an earlier poster to try and do the 3 week trip if that is what you want to do. After all, you are 60 and deserve it. And what are they going to do-fire you? Probably not-it's kinder, gentler Canada, after all. 
Madrid and Barcelona are as different as night and day. If you HAVE to drop one, I would drop Barcelona and keep Madrid. Like others have said, it is much easier to do day trips to terrific places like Segovia and Toledo from there. Plus, I just found Madrid incredibly stately and yet lively at the same time. And while I'm not a big museum fan in general, I loved the Prado and plan to revisit it when I return next year to go to northern Spain and Portugal.
My vote is to keep both but if only one, keep Madrid.
