There are lots of small three star hotels in the Pays Basque (I assume you mean the French side) and many of the Paradors are three star. IBIS is a two star chain in France.
What cities/towns/areas are you looking for?

Hi Ger:
We've booked gîtes in the Tarn area and
close to Sarlat. In between we've got
hotels booked in Collioure and St.Jean
de Luz but after that we've six days to
'do something' - probably in N.Spain.
Since we have no rez I thought a hotel
chain might be the best way to go. I
guess the Spanish equivalent to IBIS
although I'd prefer something a step
'higher'! Sorry, I mislead you, Ger!
The guidebooks I've looked at don't
mention any national hotel/motels at
all.
By the way, I've (like many) thoroughly
enjoyed your Dordogne and Spain travels
- made me want to go! :-S

I understand. I always book my hotels ahead, so never had this challenge. The big hotel chain in Spain is Melia (SOl, Melia, Tryp hotels) but I think most are in the 3-4 star bracket:

the Melia hotels are nowhere near
any town I want to go to! I'll
check out the other sites right
away.

buy " The Basque History of the
World" when I read your first
installment tonight - I really
enjoyed his Salt and Cod books
so I'll take his take on the Basques
