We were very satisfied with The Hotel Kraft about 6 years ago. It still seems to have a good rep today...short walk to Marienplatz...in the heart of the everything. Small property, very warm and comfortable. You might have to raise the ante a bit..but check out their web pages:

Have you tried using www.hrs.com? They usually have a great array of hotels, B&B's, etc. to choose from.
You might try checking Motel One. Good prices, no frills, but a very decent run chain. They would fit your budget.

Hi jencar,
For how many people?
Try the Hotel Eder
http://www.hotel-eder.de/index.html
I haven't stayed there but have it noted for any future stays. It says singles with private bath start at 47E.
Have fun!
