Hotel Bristol-Stephanie, on Avenue Loiuse. Always my first choice for Brussels. It's a 5 star, but check the website ( www.hotelbristol.be)

My first choice rec would be for the Manos Premier. Every bit as nice as Le Dixseptieme (even nicer in some ways, IMHO). A "secret" hotel, favored by visiting artists, writers, film actors and directors, etc. who prefer not to stay in the usual hotels.
Best value for money in the 4-star category is the Sofitel Toison d'Or. Much more attractive than it appears from the street (take the escalator up a level and you find a nicely appointed lobby set around an attractive garden). Very comfortable rooms, helpful staff. You can often find excellent rates on the Sofitel.com or Accorhotels.com web sites, frequently around 100 euro per night (breakfast excluded).
