With the exception that at least in Austria you also pay (at regular toll plazas or booths) a seperate toll to use the major tunnels or certain mountain pass roads, like the famous Brenner pass motorway to Italy but also some non-motorway pass roads and tunnels like the Grossglockner Alpine Road or the Felbertauern Tunnel.
So in Austria the vignette is not a road tax but a payment for use of the regular motorway network (A and S routes).
On your way from Halstatt to Slovenia (if you go by fastest route motorways A10/11) you will pay €10 for the Tauern Tunnel and €6.50 for the Karawanken Tunnel extra (per car), but both will be collected at regular toll plazas.
