Whether right or wrong, I seriously doubt if any city is interested in developing low cost/budget accommodation for tourists. Tourists are overwhelming many places in Europe and some cities are even retaliating. Budget tourists spend less and therefore contribute less to the economy. As I understand it even those tourists with healthy budgets are being seen as a negative.
