Half Board ,all inclusive or eat out?

Depends where you. But these are destinations which attract a lot of Brits on cheapo holidays, so I think there will be lots of cheap places to eat if you're not fussy about culinary quality. But the quality in your hotel may not be great either; at least eating out you get to pick and choose.

Generally, restaurants in Spain are very inexpensive.
All inclusive attracts a special type of tourists - decide for yourself if you want to mix with them.
Half-board in tourist regions is another thing. Some hotels have a budget of 5 Euros per day per customer (for breakfast, lunch and dinner). Imagine what they can produce within this budget!
I once was in a 4-star-hotel on Tenerife and half-board was horrible. One night, they offered an "Italian buffet" and it was nothing but mashy pasta, ground meat (looked and tasted more like ground cardboard) and tomato sauce. We ended up in eating out.
But be careful: Some hotels in Tenerife are so isolated that you do not find a restaurant in the vicinity. Usually you can opt for half-board when you check in or even later. For the hotels, half board is good business.

The other posters were right and they were not. Its always up to the place and the kind of hotel you choose. The herds of brits can more to be found on Mallorca and Ibiza and several destinations on the Canarian Islands. Costa del Sol is not so full of them.
I stayed at 2 4stars on Tenerife and their evening buffet was always good. Otherwise the same at a 3star in Playa de Palma/Mallorca was eatable but no more.
Eating out in Spain generally is not inexpensive. What is cheap and not very much better as junk food are the many small eateries in the crowded tourist spots. Because of a very big competition.
A good restaurant in Spain has his price. Not as much as in Rome, Paris or London, but 50 Euros for 2 with one drink are easily spent.
What I would prefer if you take a good hotel (4 or 5stars) is half board. For the others eating outside.
By the way, all inclusive is not that common in Spain as on the Caribbean Islands and in Mexico.
