I'm so glad you're thinking about Luzern; as jw says, it'll give you a great contrast to your Italian idyll. And to confirm Surfergirl's comments, in Luzern a car would be redundant at best!
The two times I stayed on Lake Luzern, I stayed at the Hotel Des Balances (www.balances.ch) in the old town on the river and also at Hotel Albana in Weggis (www.albana-weggis.ch/index.htm; about 20 minutes by ferry from Luzern). I've also seen lots of great things about the Hotel Wilden Mann (www.wilden-mann.ch/) in Luzern's old town.
If you want to rent an apartment or chalet, you can try Interhome at www.interhome.us/, but be aware that their cancellation fees are harsh (!!). However, you can avoid those fees and get 30% off the price by renting 10 days before you arrive. The website says you can only rent by the week, but when I called their US office once, they were willing to pro-rate the weekly rate to rent by the day. I have no personal experience with these guys (changed my plans), but one poster here uses them regularly and recommends them. You can do a text search here on "Interhome" to see the comments.
